Advanced Environmental Issues Seminar Priorities of the Illinois Environmental Protection Agency (IEPA) under the Pritzker Administration
A new governor typically brings many changes to state government as new appointments are made to lead state agencies. This past election was no exception, and Governor JB Pritzker recently named a new Director of the Illinois Environmental Protection Agency, John J. Kim. Kim, however, is no stranger to the IEPA, having served previously as Director, Interim Director, General Counsel and other senior roles under four previous administrations.
Come enjoy breakfast and a “fireside chat” with Director Kim moderated by former senior IEPA official Joyce Munie, as they discuss the policy issues, the regulatory environment, state and federal EPA relations, and enforcement priorities of the IEPA under the new administration. John J. Kim was appointed Director of the Illinois Environmental Protection Agency on January 22, 2019. Acting Director Kim has served in many senior roles during his distinguished 25 years at the Agency under five Governors of both parties. He most recently served as Chief Legal Counsel, and also previously served as Director, Interim Director, Ethics Officer, Deputy General Counsel, Assistant Counsel/Special Assistant Attorney General, and Project Manager for an IEPA-China pollution prevention project. In 2008 and 2009, he also served as Acting General Counsel of the Illinois Department of Agriculture.
Before joining Illinois EPA, Acting Director Kim was an Assistant Attorney General of Illinois and was the General Counsel to the Midwest Environmental Enforcement Association. He received his Juris Doctor from Southern Illinois University Carbondale and his Bachelor of Science in industrial engineering from the University of Illinois at Urbana-Champaign.
Joyce Munie, P.E., recently joined the Chicago office of Andrews Engineering after retiring from the Illinois Environmental Protection Agency (EPA). In her tenure at the EPA, she held several positions, most recently the Land Permit Section Manager. In that position she was responsible for managing a professional staff of up to seven units of engineers and geologists who were tasked with reviewing permit applications for hazardous and non-hazardous waste management sites throughout the state to determine compliance with the Illinois EPA and Federal rules and sound engineering practice, including: RCRA Subtitle C & D; State solid waste regulation of transfer and treatment with Beneficial Use Determinations; and Clean Construction and Demolition Debris including Uncontaminated Soil Fill Operations. Ms. Munie was also responsible for continual review of the regulations, proposing changes, developing policy, and procedures to implement changes.
